There had been bad wheather for a full week. Windy, at times almost storm. 
Wind can actually be interesting in photographic terms where you will have things moving at the same time as static objects remain in place. If you then expose with long duration, from several seconds up to a minute, then water, trecrowns and clouds will be smoothed out while static objects are pinsharp. If, and this is a big 'if', you have a sturdy tripod and can pin down your camera so it does not move at all. Slightest vibration and the image is ruined and you need to try again...
